game doesn't scale when maximized [u524]

Ok so when you guys fixed the maximize button on Windows, it caused a new problem. When you hit the maximize button, the game doesn't scale to the new size. Instead, it stays the same size, leaving a black letterbox around all four sides. Resizing the window, by the window border, when not maximized, it scales the window fine; the problem only happens when you hit the maximize button.

This bug is strictly windows only. It also only applies to when you have "Scaling" set to either "Keep Aspect Ratio" or "Full Scale" under "Global Game Settings". The way Linux handles scaling with resizeable windows is also very buggy, but i will explain that platform in a different ticket.

Also on Windows, if you have a resizeable window that has "Scaling" set to "Fixed Scale (in %)" and set the percent to anything less than 100, the created window will be 100 percent in size regardless, but the actual game will be the correct size (less than 100%), leaving a black letter box to fill the surrounding four edges of the game.
