I reinstalled LGM from its site and it will now attempt to compile, but it says I'm missing msys-regex-1.dll, which I am and still constantly tries to update.

Ok. I did that, but that doesn't fix the DLL problems. I tried reinstalling ENGIMA, but that didn't fix it.

I missed that part. If it's complaining about missing DLLs, then one of two points are true. 1) The DLL doesn't exist in C:\MinGW\bin, in which case, the installation failed somehow. This is unlikely, and I'm not sure how to fix it aside from reinstalling it again. 2) The DLLs do exist in that path, but there's an issue with setting the PATH variable, which could also explain why LGM is failing to build on its own.
Which are we looking at?

The DLL isn't in the path. It isn't in C:\MinGW\msys\1.0\bin either.

Why is it giving you so much trouble? Just delete svnkit.jar from Plugins/shared/. That will stop all updates. Let us know if that fixes anything.

I just realized. The file polygone gave me is compileEGMF.dll, not msys-regex-1.dll, so I'm still getting the missing DLL error. I moved svnkit.jar and it stopped asking for updates, but I think it might need updates and just fails to install the libraries.

It's not asking about updates anymore now that svnkit.jar was moved, but I think that it may have been asking for updates (before it was moved) because the libraries it needed didn't exist and it continued to ask because it failed to download them. I may be wrong, though.
