No, io_clear() clears the status of all keyboard and mouse keys.
io_handle() re-checks the status of the keyboard and mouse keys.

But when I try to compile the sources of games compiled in ENIGMA, it doesn't work. So the above post is false. I also happen to be running Windows 2000, but that shouldn't be an issue.
