I want to send Feature Request on some project (not enigma :P), but I dunno how to set it. Can somebody help me, please? :)

What do you mean exactly?
You want to:
a) Ask the developers to implement a feature for you?
b) Ask the developers to merge some code you've written that implements a feature?
c) Something else?

I think it was Leonardo da Vinci who once said something along the lines of "If you build the robots, they will make games." or something to that effect.

In this issue you have in right side 2 labels - "Brainstorm" and "Feature Request". I want to create new issue with this labels, but i dunno know how, that's why I asking

I was always under the impression that everyone could label their own tickets but apparently not. This is what I see:
